The Rocketeer (1991)

In 1938 Los Angeles, stunt pilot Cliff Secord discovers a hidden rocket pack that grants him the power of flight. When he dons the jetpack, he becomes a masked hero known as the Rocketeer.

However, Cliff finds himself pursued by government agents and Nazi spies eager to seize the technology for their own purposes. With the help of his girlfriend Jenny and friend Peevy, he must protect the jetpack while navigating a dangerous web of espionage and betrayal.
